Grounding rule (applies at every tier)

  • A bare CHAR_... / EQUIP_... placeholder marks someone or something that exists in the story without its own file yet — that’s fine. When useful, note which references are still unwritten (e.g. in Notes).
  • Comparative or evaluative claims (“unusually important”, “more advanced than typical”) belong in Notes, framed as interpretation — not stated as fact in descriptive sections like Overview or Logistics & Industry, unless grounded in another canon file that actually establishes the baseline.
  • Notes is always optional and may be left empty, at every tier.
