Period Overview
The FPC Civil War begins as a political and administrative collapse rather than a single organized rebellion. During the First Contact War and its aftermath, many frontier and mid-frontier systems are effectively abandoned by FPC fleet detachments, federal officials, supply missions or emergency authorities. Local governments conclude that the Commonwealth can no longer provide the basic bargain of membership: security, continuity and access to federal logistics.
The first phase is therefore a cascade of secessions, emergency local governments and regional compacts. FPC attempts to restore control through requisitions, fleet redeployments and legal pressure, but these measures often confirm the fears of local elites: the core still demands ships, taxes and obedience while failing to guarantee protection.
By 2452-2454, the crisis shifts from fragmentation to constitutional confrontation. The war with SRH/Haven — underway since 2451, when SRH began extending protection to FPC border systems undergoing secession (see IV_border_war.md) — the rise of separatist pacts, the Assembly split between Reconstruction and Honor, and the New Zürich crisis turn the collapse into a struggle over who has the right to define the survival of the Commonwealth.

- Order: Until the full Assembly or the Federal Supreme Court clarifies the matter, executive acts contradicting the New Zürich settlement line are not to be entered into the federal register, transmitted as binding Commonwealth acts or treated as valid instructions by civilian administration.
- Outcome: Valcour remains President, but his New Zürich directives are procedurally muted inside the formal legal machinery of FPC.
- Strategic effect: Reconstruction crosses its own legal line: it does not remove Valcour, but a committee of the Assembly effectively prevents the head of state and Federal Council from turning a public presidential directive into a normal executive act.
- Notes: Honor treats this as a parliamentary-legal coup and an attempt to silence the President. Reconstruction treats it as a temporary safeguard against an illegal war order.

Farragut Interim Stabilization Order

- Summary: Farragut refuses to treat a political directive from the Federal Council and President as sufficient authority for an immediate offensive to retake New Zürich when the Assembly’s legal-procedural commission has blocked that directive from formal registration.
- Immediate cause: The New Zürich-SRH settlement creates a constitutional gray zone: the Assembly has moved toward recognizing the settlement, the President refuses to accept it, the commission blocks presidential and Council directives, and the Federal Council cannot by itself resolve whether New Zürich is a seceded neutral state, an occupied federal world or a rebellion.
- Order: The 8th Fleet remains on protective positions. It is to secure federal fleet infrastructure, naval personnel, evacuation routes and wormhole-adjacent assets; avoid offensive action against SRH or New Zürich authorities; and await properly authorized federal clarification.
- Outcome: Van der Hagen receives a legal order that lets him hold position without immediately choosing between FPC, New Zürich and Liga Helwecka.
- Strategic effect: Farragut preserves the chain of command in the short term but turns himself into an obstacle for Valcour and Honor. Stiernskold and the 2nd Fleet can interpret the order as obstruction, cowardice or de facto acceptance of secession.
- Notes: This order is intentionally ambiguous. It is not recognition of Liga Helwecka, but it blocks the immediate counterattack and makes the Navy, not the Assembly alone, part of the constitutional crisis.

Stiernskold Breaks Farragut’s Hold Order

- Notes: Stiernskold does not present himself as a rebel. He claims he is obeying the President and defending the Federation against a command structure that has mistaken delay for legality.

- Outcome: Stiernskold refuses to relinquish command. The core of the 2nd Fleet, reorganized by him after Carcosa and tied to the Honor line, continues to recognize him.
- Strategic effect: The Navy splits between presidential-Honor legality and High Command legality inside an active fleet formation, not merely between distant headquarters.
- Notes: Farragut’s decision is consistent with his post-Carcosa doctrine: no admiral may use political necessity to bypass the lawful chain of command. For Honor, the same act proves that Farragut is protecting secession by procedural force.

Battle of Yukawa System

- Immediate cause: Farragut’s relief order divides the 2nd Fleet between officers who treat Stiernskold as a mutineer and officers who treat him as the only commander willing to execute the President’s defense of federal integrity.
- Course: The confrontation begins with challenges, command overrides, warning shots and ships maneuvering to block each other. It escalates into real fire when Stiernskold-loyal units refuse to surrender control of the fleet’s command relays and formation logistics.
- Outcome: Stiernskold wins control of the 2nd Fleet. Officers and captains loyal to Farragut are arrested, isolated, forced to break away or destroyed in the fighting.
- Strategic effect: The civil war becomes openly violent before the 2nd Fleet reaches New Zürich. Stiernskold’s force continues toward the front smaller, harder and politically purified: after Yukawa, only commanders willing to follow him remain in meaningful control.
